No, not at all. It continuously brings content from a variety of sources into one place. News, comics, anything that publishes an RSS feed. For example, I'm car hunting, so I've subscribed to a feed on Craigslist that automatically updates whenever someone advertises a car matching the make/model/year I'm looking for.
Google Reader also has some social features, such as the ability to share items with your friends and even comment on them.
The key thing is that the content appears within the RSS reader itself. You don't actually have to visit the websites. So it saves time by bringing everything together in one place and only showing you what's new.
