Am I missing something?

The trick is that some topics are "sticky" and so always end up at the top, even if they aren't the most recient. The top 3 in in General discussion are like this, so if you skip those three you can see the rest in chronological order.

Other tricks you can use if you are logged in:
1) The icons on the left are colored if things have been posted since you last read that thread.
2) There is a search at the upper right corner, that lets you find all threads that have been posted to since the last time you logged in.
