Automatic Litterbox Central

I'm having a problem. After the rake pushes the waste into the receptacle it doesn't go back down. It stays in the up position and goes back to the other side without touching the litter. When it gets back to the home side the rake stays in the up position so next time it starts it does't touch the litter. It will glide atop the litter without even touching. If I tap the rake with my finger it will drop down and do its thing but it doesn't do it on its own. When it gets to the other side it dumps the waste and I have to tap the rake so it will drop back down so it will rake back across so it will start again in the down position. It seems like the white flaps job is to push the rake back down into the rake but mine is not doing that. Does anyone understand what I'm saying? what do i do?
