A small amount of antibacterial compound will not affect your septic system. If you wash clothes with bleach, or use antibacterial hand soap or dish soap, use any form of toilet bowl cleaning product, or have ever poured a bucket full of sudsy mop water down the drain, you've put antibacterial compounds in your septic. However the small quantity of antibacterials present in all of these activities is overwhelmed by the large quantity of water that goes with them (supplied both with the activity as well as from the toilet/sink/washing machine rinse cycle/etc), so they do not kill the bacteria in your septic system and thus you don't have a problem.
Also, most of the sediment should collect in your septic tank, and you should get it pumped out every few years. That shouldn't spread into the septic field.
Sani-solution is much the same. The system only uses a tiny bit per cycle, which is diluted in three bowlfuls of water. So it's basically the same concentration as two or three 'pumps' of hand soap dropped in the toilet- you won't have a problem.
However if you still want to modify the sani-solution cartridge, you can- just pull the rubber thing out of the bottom, fill it with (whatever), and put the rubber thing back in. Be advised you'll still need to replace the cartridge unless you somehow modify your cat genie- the cartridge has a counter in it that counts off the number of uses before declaring it 'empty', it doesn't actually detect the level of remaining Sani Solution.
The Model 60 cartridges can be reset using a resetting tool (so you can refill and reset as often as you want), but no such device exists for the model 120 cartridges. If you are willing to modify your Cat Genie 120 and void its warranty, there is a device which is sometimes for sale on the forum called a Cartridge Genius, it replaces the cartridge reader in a Cat Genius 120 with a small electronic circuit board that tells the Cat Genie it's always full. Check the thread in the Cat Genie forum for more information.
Another thing you can do- there is a product you can buy at home improvement stores that will stimulate your septic system. It's a probiotic formula that encourages bacterial growth. You just flush a cup of it down the toilet every now and then.
Hope that helps!
